Well “one of the most liberal cities in the US” would be more likely to be full of Blue MAGS than people opposed to it. There isn’t really a way to determine the “most communist cities in the US”, but that’s where you’ll find people who’ve been using the term for years.

I’ve been hearing it IRL and online for more than a decade now used to refer to the “Blue No Matter Who” types that tried to say anyone with concerns about Copmala’s record as a crooked prosecutor or her enthusiastic support for a US funded genocide was secretly a Russian bot trying to boost Trump’s chances.
IMO, when people say “blue no matter who,” that basically means, “don’t let the MAGAs get 50.1% of the vote in a general election.” That’s how you get jackboot ICE agents rolling around and authoritarians plotting coups.
People try to get really progressive candidates on the ballot as a 3rd party, and unless you have ranked choice, that’s a really bad idea in races where a MAGA candidate could win or lose by a few percent.
The play needs to be what the DSA is doing. Use the democratic primaries to get in. Not the general.

But, the city and county have a long history of people electing socialists into public office.
