It’s a bra for preteens without boobs to get used to wearing a bra. Although I’m sure they’re a thing partially due to peer pressure (not wanting to seem less developed than the other girls).
It’s partly peer pressure, but also a modesty thing, since nipples suddenly become demonized at a certain age and it’s no longer seen as socially acceptable for developing girls to wear a plain white tshirt without a bra.
Less of a thing in mainland Europe btw, I remember visiting my cousin for a beach trip as teens and was culture shocked that she and most other people our age would swim topless regardless of gender.

That’s a separate product called a sports bra, in case you weren’t aware of the term.
