Lower risk nicotine products should be free, subsidized by normal cigarettes. but it needs to be a repeatable script at low cost for 6 or 12 months at a time so the products aren’t resold or any of that sillyness. then you can still get your nicotine hit, and maybe later on start to taper the strength down to zero.
