I don’t think there is any question that it was obvious to everyone. I was a kid in a conservative household and got it. And I distinctly recall there being a mad magazine bit about Colbert before I was even in high school. So that implies the joke was widely understood by the child aimed reading audience of Mad Magazine.

A couple decades ago, they thought it would be a great idea to invite Colbert as a headliner to the (at the time) annual press correspondents dinner. That went about as swimmingly as you might expect.
The press knew exactly who he was when they invited him to the dinner.
The Dubbya administration was the one that sent the invite
GW was actually able to laugh at himself, same with Obama.
This is not true. He was invited by the organisers, the White House Correspondents Association.
