Nvidia never implemented GTT (15 years after it was introduced in the kernel). But the feature from the article is still not exclusive to AMD, Intel should work as well.
GTT (gpu swap) is handled by the gpu driver, so only nvidia can see if they can add it to their closed source drivers. radv is the amd vulkan driver.
