Because Congress gave ICE $70 billion dollars and ICE terrorized and kidnapped and raped and killed people with no accountability or oversight. Then Congress cracked down and gave ICE another $75 billion dollars with no accountability or oversight.

Congress thought that no organization with $75 billion dollars could possibly be evil. Next they will give them $80 billion.
Which, no matter the answer, Gary Peters will promptly do nothing about and then go on to approve more ICE funding.
