So 30% could be somewhere between 10% or 200%, depending on which shop.

Which ones? The State doesn’t mandate the prices, and prices vary significantly from market to market.
30% is not a qualitative figure. It’s very quantitative. But it’s absolute bullshit without actually saying what is the actual baseline.
