Since these governments feel bound by rules out of fear of the conservative mob, they can effectively be rendered incapable of acting, thereby directly laying the groundwork for the next election victories.

Bush inherited a budget surplus, started two wars and gave away billions in bailouts after the economy crashed, then Republicans turned around and bitched non-stop about the deficit when Obama took over, just so no policies that actually help the people can get passed without raising taxes.

When a Republican is president, policy is slow and it takes a long time to undo the Democrat president policy.
