If it’s an official government petition, someone from within the government (not necessarily a major figure) does have to respond - though their response may be asking the lines of “no way lol”.

Even so, it does give you a relatively clear outline of what/why they disagree, if you wanted to then take the discussion further, and pester your local MP about it. They also can’t claim ignorance on an issue if it’s been raised in this way.
