It’s actually harder than impeachment. Impeachment requires a majority of the House to impeach, then 2/3 of the Senate to remove the person from office. The 25th requires 2/3 vote in both houses.

With the level of criminality and incompetence that Trump has displayed, impeachment would be the better option.
