This is the perfect example of how government is the least effective way to do most things.
Government lacks the constraints and risk aversion that smaller groups have - after all it can just pass new laws justifying it’s poor choices, and government is largely immune to recriminatiin or liability.

Stop acting like it’s a direct swap and people will be less hesitant to switch.
